Below is the latest news on the government’s “Home Buyer’s Tax Credit”. It’s not just for 1st time home buyers anymore and I am very excited to be able to deliver this outstanding news to you on my Blog.

Below you’ll find the article from Realtor.org as well as a recorded message from our NAR (National Association of Realtors) President, Charles McMillan.


Both Houses OK Tax Credit Extension, Expansion

The House today and the Senate yesterday passed legislation to extend the $8,000 home buyer tax credit to May 1, 2010, for first-time buyers and add a $6,500 tax credit for repeat buyers if they’ve lived in their home for five of the past eight years. Home prices are capped at $800,000.

The legislation in both houses was included in a bill to extend unemployment benefits and is expected to be signed by President Obama shortly.

“REALTORS®appreciate the swift action by Congress to extend the home buyer tax credit and expand it to some current homeowners,” says NAR President Charles McMillan. “As the leading advocate of housing and real estate issues, we urge President Obama to sign this legislation into law quickly to keep the momentum going in the fragile recovery of the nation’s housing market.”

Under the bill, income limits are expanded to $125,000 for individuals and $225,000 for joint filers. Individuals with incomes up to $145,000 and joint filers with incomes up to $245,000 qualify for reduced credits.

Households who have binding contracts in place by April 30 will be allowed an additional 60 days to complete their transaction. The deadline for members of the military serving out the U.S. for at least 90 days between Jan. 1, 2009, and May 1, 2010, has been extended one year.

Taxpayers can claim the credit on their federal income tax returns. If the credit exceeds their tax bill, the government will issue a check. Taxpayers will be able to claim the credit on their 2009 income tax return for purchases made in 2010.

In-Depth: 2009 First-Time Home Buyer Tax Credit

The homebuyer tax credit is one of 10 key provisions of the American Recovery and Reinvestment Act signed by President Obama into law on Feb. 17, 2009.

The bill provides for a $8,000 tax credit that would be available to first-time home buyers for the purchase of a principal residence on or after January 1, 2009 and before December 1, 2009.  The credit does not require repayment.  Most of the mechanics of the credit will be the same as under the 2008 rules:  the credit will be claimed on a tax return to reduce the purchaser’s income tax liability.  If any credit amount remains unused, then the unused amount will be refunded as a check to the purchaser.

Some Positive Signs for Local Real Estate

Positive Housing Using reports available from TREND, Suburban West has recently posted the 2nd Quarter statistics for Chester County, Delaware County and Montgomery County in the Press Room section on our website. While statistics indicate that the three counties’ sales were down during April and May (compared to April and May of 2008), there was marked improvement in sales during June. Although they still lagged behind June 2008 figures, the difference in sales for each county was much less than the previous two months. Housing values also continued to lag in year-over-year comparisons. However, Delaware County’s values have continued to hold up pretty well with only very minimal declines when comparing 2008 and 2009 median prices of houses sold during the quarter. All told, the Association is continuing to monitor the housing statistics to see if things continue to improve over the next few months. In the meantime, more detailed information can be found by accessing the variety of reports from TREND .

HUD: Tax Credit Can Be Used on Closing Costs

FHA-approved lenders received the go-ahead to develop bridge-loan products that enable first-time buyers to use the benefits of the federal tax credit upfront, according to eagerly awaited guidance from the U.S. HUDDepartment of Housing and Urban Development on so-called home buyer tax credit loans that was released today.

Under the guidance, FHA-approved lenders can develop bridge loans that home buyers can use to help cover their closing costs, buy down their interest rate, or put down more than the minimum 3.5 percent.

The loans can’t be used to cover the minimum 3.5 percent, senior HUD officials told reporters on a conference call Friday morning.

Thus, buyers applying for FHA-backed financing with an FHA-approved lender that offers a bridge-loan program can get a bridge loan to bring down the upfront costs of buying a home significantly but would still have to come up with the minimum 3.5 percent downpayment.

There remain many sources of assistance for buyers needing help with the 3.5 percent downpayment, including many state and local government instrumentalities and nonprofit lenders.

In addition, some state housing finance agencies have developed their own tax credit bridge loan programs, so buyers in states whose HFAs offer such programs can monetize the tax credit upfront to cover all or part of their downpayment. These programs are separate from what HUD announced today.

The first-time homebuyer tax credit was enacted last year–and improved upon earlier this year–to help encourage households to enter the housing market while interest rates are low and affordability is high. The credit is worth up to $8,000 and is available to households that haven’t owned a home in at least three years. The credit does not have to be repaid, and is fully reimbursable, so households can get their credit returned to them in the form of a payment.

I’m glad to be able to deliver some much needed good news concerning the economy and First-Time home buyers.

Congress unanimously approved a bill giving “First-Time” home buyers a tax break of up to $8,000 on any home purchased in the next year. No, this is not an “April Fools” joke.

This will be a great help for those buyers who have been trying to decide if they should or should not move forward with their plans to purchase a home in 2009. 

First-Time home buyers include those who have not had ownership interest during the past three years. This tax credit is also extended to those who closed on homes on or after January 1, 2009 and on or before November 30, 2009. This is also great news for those who are trying to sell their homes. Buyers will be more motivated to look for a home knowing that tax relief is on the horizon.

One of the more complex systems of a home is the septic system. Because we can’t see it, we usually take it for granted. Most of us have never seen a septic system unless we have had the opportunity to visit a construction site during its installation.

Fresh paint makes the entire home smell and look new, and can bring sellers top dollar. If your home has chipped paint, exposed wood, or surfaces that looks faded it’s time for new paint. If your carpet is worn, dirty, outdated, or an unusual color, you might consider replacing it.

Many houses do not sell because of these problems. Don’t think that buyers have more money than you to freshen up a home. They typically don’t and will simply look elsewhere for a home that needs less work.

Browsing the Internet I found an article on Forbes.com written by Zack O’Malley Greenburg “America’s Best Places to Raise a Family”.  Mr Greenburg’s article reports the findings of a nationwide survey conducted by Forbes to find the top 20 counties for raising families.

The survey used a number of points, which reflects what matters most to parents. One of the characteristics parents look for is a strong school system, which is why Chester County was chosen. According to the Forbes survey, the school systems throughout Chester County have an average graduation rate of 96% placing Chester County 10th out of the top 20 counties chosen. Kudos to Chester County!

Most buyers choose to drive by your home first before wanting to set an appointment to view it. Make sure the trees are trimmed so your home can be seen from the street. An attractive yard that’s free of debris will attract attention quickly. When in season plant flowers to add color and beauty. Have the grass mowed, trimmed and edged. Walkways should be swept and always clear away the debris. Remove parked cars or RVs that may be obscuring the view of your home from the street.

Remember, if the buyer does not like the outside, they will simply drive on to the next house. Get your home ready for drive-by traffic and give folks something extra nice to look at.

Inaccurately reported square footage is the subject of numerous complaints made each year to state real estate commissions. A small percentage of cases involve willful misrepresentation, but a larger number of complaints occur simply because agents and sellers don’t know how to measure a home’s square footage.

Measure the House

  1. Starting at an exterior corner, measure the length of all walls. Round measurements to the nearest inch.
  2. Make a sketch of the home’s perimeter, recording all dimensions.
  3. If you must measure some areas from inside, add six inches for an exterior wall and four inches for an interior wall.
  4. Multiply the length by the width. You now have the square footage.

Measure and Calculate Square Footage

Important Facts to Remember:

Determining Finished Living Areas  

  • Must be space intended for human occupancy.
  • Must be heated by a conventional, permanent heating system.
  • Must have walls, floors and ceilings of materials generally accepted for interior construction.
  • Must be directly accessible from another finished area. That means a finished room accessed through any unfinished space cannot be counted as finished square feet.

BJ Cigrand, a school teacher, arranged for the pupils in the Fredonia, Wisconsin Public School, District 6, to observe June 14th (the 108th anniversary of the official adoption of the stars and stripes) as “Flag Birthday”. In numerous magazines and newspaper articles and public addresses over the following years, Cigrand continued to enthusiastically advocate the observance of June 14th as “Flag Birthday”, or “Flag Day”.

Strawberry Festival
